Berejiklian wants federal-state changes

Incoming NSW Premier Gladys Berejiklian is keeping mum on whether she'll pursue predecessor Mike Baird's failed attempts at GST reform.

But she has vowed to champion public education and Gonksi school funding - the latter which her federal counterparts aren't as keen on.

Ms Berejiklian, who will be sworn into her new role on Monday afternoon after securing the NSW Liberal leadership, said she wouldn't have had such a career opportunity without the education she received.

She praised her former teachers.

"That is why you will have in me, the strongest supporter of Gonski," she told reporters in Sydney.

"I know what a public education can do for somebody."

The federal government is adamant more money doesn't lead to better school results and is making the case for a new funding arrangement.

On tax reform, the outgoing treasurer acknowledged Mr Baird's failure to convince federal Liberals of the merits of a higher GST.

But Ms Berejiklian wouldn't say what her plans on that front were, instead focusing on other opportunities to reduce red-tape between the levels of government.

The system hadn't changed for decades in terms of how the states and commonwealth dealt with each other.

"I have some strong ideas about what I would like to see happen.

"There is opportunity for us to reduce that waste and duplication and move forward."

Prime Minister Malcolm Turnbull congratulated the new state Liberal leader on Twitter.

"Congratulations @GladysB! Look fwd to continuing to work with you to deliver for the people of NSW. #nswpol" he tweeted.
