Dipping into superannuation before retirement is "an interesting discussion" but there are no plans to allow it, Assistant Treasurer Josh Frydenberg says.

Treasurer Joe Hockey has raised the prospect of superannuation acting as a "shock absorber" and be accessible at various stages of life, but Mr Frydenberg has poured water on changes to the system.

"We have no plans to change the rules around the access to super, as has been talked about in the media in the last few days," he said on Wednesday night, speaking at the Victorian state library's Big Ideas lecture series.

Superannuation was a "growing pool of funds" that contrasted with the issue of housing affordability, Mr Frydenberg said, but altering access to that pool was simply a conversation.

"Joe Hockey has not said that we're about to do it, I'm not saying we're about to do it, the prime minister has said we're not about to do it," he said.

"But it's an interesting discussion to have."
