Turnbull project dead: Labor's Carr

Australia can blame Malcolm Turnbull and his "naked power grab" for the resurrection of One Nation, Labor frontbencher Kim Carr says.

Senator Carr says a hung parliament is the likely outcome from Saturday's election, and Labor is focused on trying to form government.

He's downplayed speculation about a vote on Bill Shorten's leadership.

"There's no evidence of that," he told ABC radio on Monday.

"The media speculation that has arisen is contrary to what publicly has been said - namely that everybody is committed to seeking to secure a Labor government."

Senator Carr says that while there's no clear winner, the election has returned one crystal clear result.

"The approach that Malcolm Turnbull has adopted and the Liberal Party has adopted has been demonstrated to be a complete failure. The Turnbull project itself is dead," he said.

"We were told that we had to have an early election, we had to have a rorting of the balloting system in the Senate - which of course was a naked power grab by Turnbull and his supporters - (it) has all fallen to the ground now. The public has rejected it overwhelmingly."

He said Mr Turnbull must take the blame for an even more unworkable Senate.

"There will be a situation which is much, much, more difficult for any government to manage," he said.

"You can thank Malcolm Turnbull and their obsession with the grasping of power for that outcome. The fact One Nation has now been resurrected is another thanks to be issued to Malcolm Turnbull. What an incredible failure."

One Nation leader Pauline Hanson believes her party could win up to six senate spots - her own and a second spot in Queensland, one in NSW, one in Western Australia and possibly one in each of Tasmania and South Australia.

She says she's yet to receive a call from Mr Turnbull or Mr Shorten as Labor and the coalition open up discussions with crossbenchers.
