NBN should give info to stakeholders: ACCC

The consumer watchdog has recommended new reporting conditions to ensure Telstra doesn't have an actual or perceived competitive advantage as it works with NBN Co.

The federal government has proposed imposing a carrier licence condition on NBN Co, given the telco will have more of a role in rolling out the network using existing copper.

The Australian Competition and Consumer Commission, which was asked to consult with interested parties about the condition, made recommendations on Tuesday.

They include ensuring NBN Co prepares regular management-style reports, disclosing information about the network and providing them directly to all service providers.

A register of documents given from NBN Co to Telstra should also be maintained and regular consultation with interest parties held.

"The proposed licence condition should preclude NBN Co from providing Telstra (or other service providers) with commercially sensitive information about the 'gaining service provider' ... regarding copper services that are cut over from Telstra's legacy network," it said in its report.

The ACCC believes the proposals will ensure Telstra does not gain an unfair competitive advantage.

It also takes in the issue of minimising costs and maintaining the security of confidential network data, the commission said.
