National security strategy on terror

HOW AUSTRALIA WILL COUNTERACT THE THREAT OF TERRORISM:

* Grief and anger must not cloud judgment. It is not a time for gestures or machismo. The way to defeat the menace of Islamic State extremists is by being calm, clinical, professional, effective.

* Australia must not be fooled by the hype of Islamic State - it had more smartphones than guns and more Twitter accounts than soldiers. It does not command broad-based legitimacy.

* A full-spectrum strategy is needed to defeat Islamic State - spanning military, financial, diplomatic and political spheres.

* Australia will continue to support coalition allies in what could be an extended campaign but there is no support amongst world leaders for a large US-led Western army to attempt to conquer and hold ISIL-controlled areas in Iraq and Syria.

* No plans for a significant change in the level or the nature of Australia's military commitment in Iraq and Syria.

* Unilateral deployment of Australian combat troops on the ground in Iraq or Syria is neither feasible nor practical.

* Prime minister to meet with premiers and chief ministers to discuss counter-terrorism efforts - including initiatives under consideration to address radicalisation in prisons - on December 11.

* Law enforcement agencies will be asked to test their responses to a mass casualty attack as a terrorist incident on home soil remains likely.

* Authorities cannot eliminate the risk of terrorism entirely any more than they can eliminate the risk of any serious crime. But it can be mitigated.

* Community leaders and groups have great responsibility both in denouncing violent extremism and teaching unity in diversity, mutual respect instead of hatred.
