WHAT'S NEXT FOR THE NATIONAL ENERGY GUARANTEE

* The coalition partyroom has endorsed the government's National Energy Guarantee.

* Federal and state energy ministers will take part in a teleconference on Tuesday evening.

* Legislation setting a carbon emission reduction target of 26 per cent will be put to the states.

* Prime Minister Malcolm Turnbull has signalled he will not compromise on the target.

* State ministers will be asked to agree to a four-week public consultation on laws affecting their jurisdictions.

* State legislation should then be finalised by the end of October, when Victoria goes into caretaker mode ahead of an upcoming election.

* Federal legislation tied to the National Energy Guarantee will be introduced to parliament by August 23.

* Some coalition MPs have said they could cross the floor and vote against it, while Labor is weighing up its position.
