Must keep ahead of terrorist tactics:Labor

Labor's foreign affairs spokeswoman Tanya Plibersek says intelligence services across the world have to remain as agile as the terrorists.

"Just as the tactics of these terrorist organisations change so we must be able to keep changing the way we collect information, surveil and respond so that we are able to continue to stop attacks," she told Sky News on Sunday.

She was speaking after multiple terrorist attacks in Paris that have left at least 129 dead and hundreds injured, including Australian teenager Emma Grace Parkinson.

Ms Plibersek expects talks at the G20 Leaders meeting in Turkey over the next two days will be focused on how this new threat from IS and similar organisations will be met.

She expects the attack in Paris will intensify pressure to strengthening a military solution to Syria and Iraq, while addressing the humanitarian needs of refugees.

"Our involvement was to protect civilians against the onslaught of this organisation that has indiscriminately killed anyone that has a differ religious or political view," she said

"I think there will be a new international search for a strong military solution."
