Tony Abbott has stopped short of backing one of his senior ministers who says the nation's Muslim leaders should be doing more to prevent young people being radicalised.

"Government and community can help you but you've got the problem. It's principally your problem," Andrew Robb told ABC TV's Q&A on Monday.

His comments followed raids in Melbourne on Saturday that resulted in the arrests of five men over an alleged Anzac Day terror plot.

The prime minister responded on Tuesday by saying the heroism of Australia's national story was the fact people could come to Australia from anywhere and make a better life for themselves and for their children.

"It's important that people join the team and thank God 99.999 per cent of people coming here have," Mr Abbott told reporters in Canberra.
