Moss report calls for Nauru improvements

PHILIP MOSS REPORT INTO NAURU ALLEGATIONS:

* 86-page report was commissioned in October 2014 to look at claims of sexual and physical assault at Nauru Regional Processing Centre.

* Found it was possible that guards traded marijuana for sexual favours with minors.

* Several dozen cases of sexual and physical abuse referred to Nauruan authorities.

* There has been under-reporting of sexual and physical assault allegations to authorities.

* This is based on fears that reporting an incident could have a negative impact on asylum claims.

* Nauruan authorities have limited resources to investigate claims and need better forensic services.

* 17 minors engaged in self-harm between October 2013 and October 2014, including attempted hanging.

* Contractor should address concerns of transferees who fear for their personal safety and privacy.

* Review calls for contractor to review sexual harassment and sexual relationships guidelines.

* Nauruan criminal code should be changed to address child protection issues.

* No information that Save the Children was making up-stories about alleged abuse.
