Voters are split on Labor's policy to limit access to negative gearing and wind back capital gains tax breaks.

An Essential poll found 43 per cent support for the policy, while 29 per cent of voters disapproved and 28 per cent had no opinion.

It also found 51 per cent of voters believed their household's income had fallen behind the cost of living, while 29 per cent said it had stayed even and 13 per cent said it had improved.

The poll comes as Prime Minister Malcolm Turnbull accuses Labor of forcing down house prices and making every home owner poorer.

But Labor says the government is scaremongering and limiting tax breaks to new homes will help balance the federal budget, drive the construction industry and improve housing affordability.

The debate is expected to continue in parliament on Wednesday.
