Qantas has said the person not being screened was "simply human error".
After the incident was realised, staff had to sift through CCTV to locate the unscreened passenger and get them to go back through security and have their bags screened.
Speaking from Melbourne Airport, traveller Campbell told Today passengers were delayed for about 45 minutes when the breach was discovered.
"All the security gates of Qantas were closed," he said.
"All the planes on the tarmac were held and all the planes that were in the air were circling until the security breach was cleared. There were hundreds of people on the other side of security."
Normal screening has resumed following the issue but delays are expected throughout the day.
A long queue has formed for security screening at Qantas' terminal, while some flights have been delayed.
A similar security screening issue occurred at the Qantas terminal in Melbourne in June 2022.
