A man has been Tasered and arrested in Melbourne CBD after he allegedly threatened people while wielding a pair of scissors.

Police were called to the intersection of Elizabeth and Collins streets just after 1pm to reports a man was seen "threatening the public, brandishing a pair of scissors".

Officers allegedly asked him multiple times to drop the scissors before using the Taser.

Witnesses told 9News they also saw police chasing the man 10 minutes earlier on Queen Street.

One person, James Bath, told 9News there were a number of police on scene.

"They had mace ready and some Tasers and firearms drawn on him. He was issuing threats to the cops the whole time and then when he stood up and made them move forward, that's when they Tasered him," Bath said.

The man was treated by paramedics before being loaded into an ambulance.

Police said the 25-year-old Wangaratta man was assisting with their enquiries.

No one was injured during the incident.
