The man then allegedly fled his car on foot but was pursued by police and arrested.
The bomb squad was called in and checked the car, with residents of nearby homes being evacuated.
However, officers declared the vehicle safe later in the afternoon.
Resident Shane Lambourn was one of the evacuated residents, and said the police had seemed "urgent".
"We weren't panicked, we weren't sure," he said.
