Opposition Leader Bill Shorten says he will soon announce tough new measures to improve union governance and transparency.
"We will be announcing new standards in terms of penalties, in terms of protecting whistleblowers, in terms of making sure that unions are operating to the best practice of corporate governance in this country," he told ABC TV on Sunday.
The trade union royal commission headed by Justice Dyson Heydon, is due to release its report by December 31.
