Labor has increased the number of lower house seats it has in Western Australia from at least three to four and is a chance of winning a fifth seat.

The party has declared victory in the new seat of Burt and retained its three seats - Perth, Fremantle and Brand.

The battle for Cowan is tight, with nothing separating incumbent Luke Simpkins and Labor candidate Anne Aly with more than half the votes counted.

The Liberals hold 12 seats in the state after Labor's vote hit historic lows in 2013.
