Katter introduces 'the Gladiator bill'

People who take photos or film children on the street would face hefty fines under draft laws proposed by Bob Katter.

The independent federal MP on Monday introduced what he dubbed the "Gladiator bill" to help protect celebrity children from the glare of paparazzi.

"Whether it's Russell Crowe or Nicole Kidman in the movies, or people that come into this place, we take the decision to put ourselves into the public arena and do battle," he told parliament.

"But that doesn't require our families to put themselves in the same jeopardy."

The private legislation was a duplicate of laws in the US, he said, but without the clause to jail people - just fines.

"If people want to make money for that sort of appalling behaviour, then they will be punished," he said.

Mr Katter said he didn't like introducing legislation, but noted a lot of people - including MPs - would want the protection of his bill.
