Malcolm Turnbull is refusing to pledge money first for schools and then seek results later.
The prime minister for a second day continued the attack on Labor's "unfunded and undeliverable" schools policy after being challenged to match the opposition's $4.5 billion additional Gonski funding pledge.
"The government will not promise money first and then seek to negotiate outcomes later," he told parliament on Wednesday.
