Howard labels Kim Jong-un irrational, evil

North Korea's dictator is an evil man who is acting irrationally, former prime minister John Howard says.

Following Pyongyang's latest missile launch, Mr Howard said it was not in the interest of Kim Jong-un's poor country to provoke and confront the world.

"He's evil and I don't see him behaving in a rational fashion," he told ABC radio on Thursday.
