Victoria's former assistant commissioner avoids charges over lapse of professional conduct

Anti-corruption investigators have found Victoria's former Assistant Commissioner demonstrated a significant lapse of professional conduct and ethical leadership.

However, Brett Guerin has avoided charges after a report tabled in Parliament today revealed the Independent Broad-based Anti-corruption Commission (IBAC) also found Guerin's poor conduct did not compromise his work.

The Assistant Commissioner resigned after being exposed as a racist and homophobic online troll.

Among at least 70 offensive posts, Guerin made vulgar remarks about his former boss Christine Nixon using the alias 'Vernon Demerest' - a character from the 1970 movie 'Airport'.

Victoria Police is now considering psychometric testing for employees wanting to be promoted to leadership positions.

IBAC said the increasing use of social media and encrypted messaging apps by police members continues to present a serious misconduct risk.

Over the past three years, 120 allegations have been made about bad behaviour.
