Changes to food labelling announced in response to the frozen berries health scare won't come into effect until the middle of 2016.

The federal government is reviewing country-of-origin labelling following the frozen berries hepatitis scare, with a cabinet proposal due by August.

But Agriculture Minister Barnaby Joyce has told ABC radio on Tuesday it will take another year for reforms to be fully implemented.
