Legislation to create the Australian Financial Complaints Authority, presented by the government as an early alternative to a banking royal commission, has passed parliament.

The new financial watchdog will accept complaints from consumers and small businesses about banks and other financial institutions, including superannuation funds.

Financial Services Minister Kelly O'Dwyer expects the authority to be ready to accept complaints no later than November 1.
