Incoming Victorian Premier Daniel Andrews has vowed not to waste a day, meeting with senior bureaucrats as counting continues in a number of marginal seats.

Victorian Labor claimed victory last night, in turn creating history as the Baillieu-Napthine Coalition became the state's first one-term government in almost 60 years.

"I've had a little bit of sleep, I may need a new mobile phone, I'm not sure it can handle the number of text messages I've been sent," Mr Andrews said.

Within hours Mr Andrew met with senior bureaucrats at government offices, declaring "work starts today".

Prime Minister Tony Abbott issued a statement today congratulating Daniel Andrews, but having declared the election a referendum on the East West Link, Mr Abbott said he remains determined to see the project completed.

Labor is vowing to release the contracts and business case in the next few days, Mr Andrews labelling it a "secretive, rushed, botched project".

The party hopes to swear in its new Cabinet later this week.
