The Everest is set to be Sydney's first major event with crowds allowed once lockdown ends.
Australia's richest turf race is scheduled for Saturday, October 16 at Royal Randwick.
Racing NSW and the Australian Turf Club are trying to get an exemption for a 5000-person crowd, regardless of when the state hits the 70 per cent target, 9News political reporter Chris O'Keefe has confirmed.

Given the racetrack is largely open-air, it will be argued the event will be safe.
NSW will have either passed or will just be on the cusp of the 70 per cent double-dose vaccination target.
At the current vaccine rate, the end of lockdown or "Freedom Day", is forecast for either October 11 or October 18.
The NSW Government has said lockdown will end on the Monday after the state reaches the milestone.
