Fully vaccinated Australians will no longer require an exemption, or have to apply to the Home Affairs department to leave the country from Monday, as the federal government ramps up its reopening plans.

9News.com.au understands that last night Health Minister Greg Hunt signed off unrestricted outbound travel from November 1, lifting major travel restrictions for the first time in some 18 months.

The move comes as the country pushes forward with its reopening plans and following a further relaxing of a number of travel restrictions.

Home Affairs Minister Karen Andrews said the decision to scrap travel exemptions was in line with Australia's rising vaccination rate and the Federal Government's reopening plan.

"Our first priority is Australian citizens and permanent residents and today we are delivering on that by removing restrictions on fully-vaccinated Australians travelling out of Australia," Ms Andrews said.

"The easing of these restrictions is possible thanks to our impressive national vaccination rates, and I thank all those who have done the right thing and rolled up their sleeve."

Ms Andrews said Australia was preparing to welcome fully vaccinated skilled migrants and international students before the end of the year.

Prime Minister Scott Morrison confirmed international travel for fully vaccinated Australians will resume from next month.

Mr Morrison said rising vaccination rates enabled people who have had both doses of a TGA-approved vaccine to leave Australia and then to quarantine inside their homes on their return for seven days.
