Concerns on jobless compliance measures

There are concerns for jobseekers who could have their welfare docked if they behave inappropriately at job appointments.

Parliament's human rights committee, led by Liberal Philip Ruddock, has questioned whether a government measure clamping down on jobseekers who fail to act appropriately is justified.

In a report on Tuesday it said determining what was extreme or frustrating behaviour would be difficult, asking the government to clarify that in legislation before parliament containing the measure.

It wants the government to define 'inappropriate behaviour' using objective standards, concerned there are no protections to ensure people are judged in a fair and reasonable manner.

Another measure which suspends welfare payments for those who refuse to accept a reasonable job offer was also questioned on human rights concerns.

The committee said the government should change the measure to ensure there is a waiver taking into account exceptional circumstances.
