Commission terms go to cabinet this week

Attorney-General George Brandis expects to take draft terms of reference for a royal commission into youth detention in the Northern Territory to cabinet this week.
Senator Brandis told the ABC on Tuesday he'd already drafted the terms of reference and discussed them with Prime Minister Malcolm Turnbull.
He expects to present them to a cabinet meeting on Thursday, just days after footage was aired on the ABC showing abuse of teens at a NT centre.
