ABUSE ROYAL COMMISSION - REDRESS PROPOSALS

* Single national scheme set up by federal government to start July 2017

* Payments to abuse victims between $10,000 and $200,000 (average $65,000)

* More than 60,000 potential claimants

* Potential cost $4.4 billion

* Funded by government and non-government institutions, including offending churches, schools etc

* Federal and state governments to be funders of last resort
