CHANGES TO FEDERAL RACE-HATE SPEECH LAWS
* "Reasonable member of the community" test to be applied to all complaints.
* Removal of the words "offend, insult and humiliate" in favour of an offence of "harass and intimidate".

* The Australian Human Rights Commission will have the power to end "unmeritorious complaints" at an early stage.
* There will be limits on judicial reviews of unsuccessful complaints.
* Those who subject to a complaint will be notified to ensure natural justice is applied.
