A former police superintendent is calling for harsher laws to be introduced to stop bikie-related violence in Victoria.

The call comes as it appears former bikie gang members are being targeted by criminals, following a public attempted assassination of ex-Mongols bikie Sam Abdulrahim on Saturday.

It has also been revealed that another former Mongols bikie, Jason Addison, was brutally bashed at an event in Bendigo in regional Victoria two weeks ago.

Former Gold Coast superintendent Jim Keogh has told Today on Nine that Victoria needs anti-association laws or there will be more violence in the state.

"Don't keep flogging the dead horse," he said.

"You've got to say look, what we are doing isn't working now.

"Let's go to the government, let's bring out something there that's going to be workable.

"It might be harsh but believe you me, the outcome of these shootings and the involvement of the community, the cost to the community, is going to be a lot harsher."

The two gunmen involved in the failed hit on Abdulrahim on Saturday morning remain on the run.

A mother and son were caught up in the terrifying incident, with the two gunmen carjacking them on Sydney Road after the Mazda the gunmen had been travelling in crashed into a fire hydrant.

Police have confirmed the attack was targeted, with police having previously been forced to intervene and stop several fight nights the professional boxer had been planning to compete in and promote.

Investigators feared he would be shot dead at the events.
