Bottom line demands on energy policy

WHAT STATES AND TERRITORIES WANT BEFORE THEY BACK THE NATIONAL ENERGY GUARANTEE:

VICTORIA

* An emissions reduction target that can only be expanded

* Requirement that future emissions targets be set by regulation, not legislation

* Resetting of the target every three years, three years in advance

* Establishment of a transparent register, accessible by regulators and governments, to ensure the policy meets the best interests of consumers

ACT

* An increased emissions reduction target

* A design mechanism that doesn't unreasonably lock in targets

* More rigorous and earlier reviews of the emission reduction target

* Confirmation in legislation that states and territories must be able to have their own additional and more ambitious renewable electricity and emissions reduction targets

* Further consideration of and legal advice on interference between the energy plan and the ACT's 100 per cent renewable electricity mechanism

QUEENSLAND

* A more adequate emissions reduction target

* Requirement the target cannot be decreased

* Ability to increase the target "without becoming hostile to extremists and climate change denialists".
