Greens leader Christine Milne believes the Queen would be enormously relieved if Australia became a republic.

Speaking on Commonwealth legislation that allows first-born female royals to succeed the throne, Senator Milne said the Queen understood Australia's position on the British monarchy.

"It would be an enormous relief to her if we finally stood up for ourselves, I'm sure," she told parliament on Thursday.

Senator Milne wants an Australian head of state and dismissed as an "oxymoron" claims the new laws aligned royal succession with modern values.

"Times have changed, Australia has changed, the Queen realises Australia has changed," she said.

The non-contentious bill, which ensures the same person is the monarch of Australia and the UK, cleared parliament on Thursday.
