Man hit with speeding fines after stranger clones his old number plates

Phil loves his bikes, but he's being haunted by the ghost of a motorbike past.
His plates have been cloned and used to hoon around Melbourne on a stranger's motorcycle.
Because he was the last registered owner of the plates, Phil is the one copping the fines.

Statement from the Department of Transport and Planning
"We are working closely with Victoria Police and VicRoads on solutions to combat number plate theft and cloning in Victoria."
"Anyone who believes they are a victim of having their plates illegally cloned should contact Victoria Police and return their number plates at their closest VicRoads customer service centre."
